For much of its early colonial history, when it is known as the Banda Oriental ('east bank' of the Uruguay river), the region of Uruguay functions mainly as an unsettled buffer zone between hostile neighbors - the Portuguese to the north in Brazil, the Spanish to the west and south in Argentina.

However, like many other Argentine provinces, Uruguay developed a flag of its own. The earliest example, dating from January 13, 1815, had a red horizontal stripe added in the center of each blue stripe. On August 25 of that year, the flag was changed to equal horizontal stripes of blue-white-red.

When it finally obtained recognition from both Argentina and Brazil as an independent country, the new republic of Uruguay adopted a definitive national flag on December 16, 1828. Designed by Joaquín Suárez, it effectively combined a symbol of Argentina with the flag pattern of the United States: on a white background were nine blue horizontal stripes for the nine original departments of the republic.

Its name refers to the May Revolution of 1810, in which Spanish American colonies began their revolt against Spain and eventually gained independence. The sun is meant to represent the legendary and symbolic moment when the sun broke through the clouds on May 25, 1810, accepted as a good omen for the budding nations. The Sun of May on the flag of Uruguay has alternating straight and wavy beams, each divided down the center with a black line. The nine stripes on the Uruguayan flag represent the nine departments of Uruguay at the time the First Constitution of Uruguay was signed in 1830.

The flag of Rhode Island consists of a white base with a yellow anchor circled by 13 yellow, five-pointed stars in the center. The anchor and stars are outlined in blue. Below the anchor of the word 'hope' is written in yellow on a blue ribbon.

The white and blue colors of the flag are possibly taken from the flags carried into battle by Rhode Island soldiers during the American Revolution, the War of 1812, and the Mexican War.

The three red bands denote the bloodshed that allowed for the division of power of the government between the branches. The blue used on the flag is not standardized and can vary from light blue to dark blue. The flag design is an inversion of the colors on the Cuban flag.

The current Romanian flag was adopted on December 27, 1989. A horizontal red, yellow, blue flag was introduced by nationalists in 1848. Romania adopted a horizontal tricolor of red-yellow-blue on June 22, 1861, above which blue streamers flew. Although still subject to the Ottoman Empire, on April 23, 1867, Romania reestablished its vertical tricolor. Various changes were made in the coat of arms of the state flag in 1877 (at the time independence was declared), 1897, 1922, andâ€"under the communist regimeâ€"in 1948, 1952, and 1965.

In 1878, a year after Romania obtained freedom from the Ottoman Empire, the flag was used as Romania’s national flag. From that moment until the year 1989, the coat of arms of Romania was embossed at the center of the flag. However, in December 1989, the coat of arms was removed and the flag was left with the three historical colors. This flag is being used up until the present. The flag in Romania is almost similar to that of the Moldovan flag. The only distinguishing mark is that Moldova embossed its coat of arms into its flag.
